By default, in a new tenant, security defaults are turned on. This means it will force you to use Microsoft Authenticator. We want to give the user the option to use SMS. This may not be valid for administrators. This change may take an hour to take effect.
Click on SMS, enable and save.
Entra Authentication Registration Campaign
Click on Edit, change State to Disabled and add to the excluded users list the group named like the tenant which includes all users.
Change System-preferred multifactor authentication to Disabled.
